There will be a time where climate change will be the main driver of migration, and to maintain the humanity of such global migrations we will need to establish a civic humanitarian infrastructural array of networks and nodes that receive, distribute, temporarily house and assist those who have been forced from their homes while blurring the lines nationally and accepting, orienting, and supporting those who've traveled locally.

Focusing on a prime node in this theoretical matrix is in Downtown Los Angeles.  The East district offers an essential synergy between different levels of public agencies and civic networks and has a local culture that will especially connect with newly arrived migrants from southern and eastern nations.  Public amenities such as Union Station and culturally inspired urban parks and areas such as China Town and Olvera Street, this specific location creates opportunities to advance an immigrants security while being in proximity to cultural sites and peoples. This facility acts as a challenge as well as a blend of the nearby buildings that support the public sector, while providing the means and methods to help those build a life in a new country while providing safety and security from the beginning of the journey to the end.
